Problem with ASUS video card?

I have a Packard Bell GOLD MCE 8390 and just bought a new video card, the Asus ENGT240 1 GB He says it requires at least one energy supplier for 450W or more. Mine is 400 W, and the video card fan start to spin when I start the computer. The display light, but still dark, with only a blinking white underscore. Should I buy another power supply or if they reach at least the windows to the specifications I have now?
